'mousewheel' event is fired twice for every actual mousewheel tick

Steps to reproduce


Repro Steps:

  1. Go to https://jsfiddle.net/dah4Ls2a/ on MSEdge
  2. Run the fiddle
  3. Tick the mousewheel up or down once
  4. Notice that 2 alerts are fired, when there should be one

Expected Results:

‘mousewheel’ event should fire once per mousewheel tick.
