Image quality is poor on 1080p or lower resolution screens compared to Firefox/Chrome

Steps to reproduce


Repro Steps:


  1. Create PNG image with thin style font text (38px tall x 300px wide)

  2. Add to web page and open in Edge or IE11

  3. View image on webpage on a high dpi screen (like Surface Book)

  4. View image on webpage on low dpi screen and 1080p resolution.

  5. Notice that image quality is terrible on 1080p screen

Expected Results:


The image should less crisp on lower resolution/dpi screens, but still have decent image quality.
