DOCTYPE breaks CONTENTEDITABLE cursor behavior

Steps to reproduce

Repro Steps:

  1. Create an HTML document that contains a DOCYTYPE declaration and has a body with a CONTENTEDITABLE attribute that is set to "true".
  2. Open this document in IE 10 or 11.
  3. Click on the area below the visible text to begin editing the document. (The text insert position disappears. If you start typing to enter text, nothing happens.)

The only way to begin editing a document that is empty or contains just a bit of text is to click in the top-left corner. This is very perplexing to the user, and is not how Chrome behaves. I will attach samples files that clearly demonstrate this bug when opened in IE.

Expected Results:

When I click below the visible text the insert position should be placed at the end of the text and the caret should remain visible to make it clear that I can start typing.
