Steps to reproduce
Open outlook.com, msn.com and messenger.com in separate tabs.
From outlook.com you can switch to msn.com with Ctrl+PgUp or Ctrl+Tab. Now you can switch to messenger.com with Ctrl+PgUp or Ctrl+Tab.
At this point you’re unable to cycle to the next (first) tab with Ctrl+PgUp or to the previous tab with Ctrl+PgDn, only Ctrl+Tab or Ctrl+Shift+Tab works.

Sorry, I mixed up PgUp and PgDn, but it doesn’t change the fact that you’re unable to cycle tabs with either if you’re on certain sites.
Actually, I think I’ve figured out a (partial) pattern. If you’re on a site with a sub-area that’s scrollable, then Ctrl+PgUp/PgDn is (usually) broken - most likely because that sub-area is trying to catch the event. This should never happen with the Ctrl key pressed.
Here’s an example. outlook.com has 3 main areas: the folders column on the left, the message list column in the middle and the message reading colum on the right. Here’s what happens:
- If the folders column is active and the folder list fits on the screen, Ctrl+PgUp/PgDn switches tabs correctly.
- If the message list column is active, Ctrl+PgUp/PgDn scrolls across messages.
- If the message reading column is active and it fits on the screen, Ctrl+PgUp/PgDn switches tabs. If the message doesn’t fit on the screen, it scrolls the message.
Now the inconsistency comes with a folder list that doesn’t fit on the screen. It will still switch tabs instead of scrolling folders. Weird.
messenger.com, on the other hand, is even more inconsistent. It also has three main columns, from left to right:
- convo list
- current convo messages
- settings and convo pictures
- If 1) is active, Ctrl+PgUp/PgDn does absolutely nothing.
- Same goes for 2).
- If 3) is active, Ctrl+PgUp/PgDn scrolls the pictures.

This behavior is by design as EdgeHTML gets priority when getting access to keyboard shortcuts if focus goes into the page. If the user has focus on the app UI, we will always honor the keyboard shortcut when focus is on the page. What is tripping Edge up here is that the edit boxes are taking away the pgup and pgdn keys.
If that behavior is by design, than you need to fire your designer.
Please explain this bug to whoever is in charge of your 501© compliance, and see how they react to a “by design” assertion.
Grrrrr. Markdown. That is supposed to read 501 left parenthesis C right parenthesis. As in, part of the Rehabilitation Act of 1974, as amended. You are still selling things to the federal government, yes? Breaking this kind of stuff causes serious mayhem with accessibility software, such as JAWS and NVDA. They don’t much care for that.
