Steps to reproduce
Open Edge, set view mode to “Restore” ie not maximized or minimized. Try resize from the top. It will allow resize from the sides, bottom, and diagonally from all 4 corners but not from the top.

"Fixed", but the capture area on the top border is so small as to be nearly unusable - and around the close, minimize and maximize buttons, it is. Would vote for another stab at this one. ;)
This happens randomly to me. Today I can not resize Edge from the top so not fixed.

The only area of the “top bar” that works is the area near the minimize, maximize and close buttons (upper right). Anywhere else on the top bar (even to the right of the last tab drawn) does not work.

I have the same issue in version 1709 (16299.192), but only when the browser window is on the secondary monitor. When I drag it to the main monitor I can resize on all sides. Dragging it back to the secondary monitor recreates the bug. So it is not yet fixed.
This (can’t resize edge from the top) happens on my extended display, but works fine on my “default” display. As Dee D. pointed out, there is a little area near the minimize/maximize icon that does work, thanks for that Dee D.!
