Steps to reproduce

  1. Navigate to PDF via direct link with target _blank attribute and #Page-n reference.
  2. Notice PDF tries to download rather than view in-browser.

Expected behaviour:

  1. Navigate to PDF via direct link with target _blank attribute and #Page-n reference.
  2. PDF opens in new tab at #Page-n reference.
