Steps to reproduce

This is simply a table with one cell. The cell is sized to a taller height than its contents, and inside the cell is a div with height: 100%.
Observed: the div sizes to the height of the cell.
Expected: the div sizes only to the contents, with a red background showing above and below. This is how Chrome and Firefox render it.
Note Chrome recently changed to align with Firefox which is apparently standards-compliant:
