Steps to reproduce

I am not able to create a mailto form to open an email with fields populated. I am able to do this in Chrome and Firefox. Two months ago this did work in IE, but does not now. Coding below:
<form class="form-inline" action="mailto:colton.nye@gmail.com&subject=Guidebook Question" method="post" enctype="text/plain" >
<div class="form-group">
<label for="name"><h3><strong><span style="color:#b20000">*</span></strong> Name</h3></label>
<input type="text" class="form-control" placeholder="First and Last Name" id="name" name="Name" aria-describedby="basic-addon1" required> </div>

<h3><strong><span style="color:#b20000">*</span></strong> Email</h3>
<input type="email" class="form-control" placeholder="Email Address" name="email" aria-describedby="email" required>

<h3><strong><span style="color:#b20000">*</span></strong> Phone</h3>
<input type="text" class="form-control" placeholder="Phone Number" name="Phone" aria-describedby="phone" required>

<h3>Organization Type</h3>
<select class="form-control" name="organizationType" size="1" id="organizationType" aria-labelledby="organizationType">
<option value=""> CHOOSE ONE FROM LIST</option>
<option value="organization1">Organization 1</option>
<option value="organization2">organization 2</option>
<option value="organization3">organization 3</option>
<option value="Other">Other</option>

<h3><strong><span style="color:#b20000">*</span></strong> Question</h3>
cols="25" class="form-control" placeholder="Enter your question here" required></textarea>
<input type="submit" value="Send" class="btn-primary">
