Steps to reproduce

Dear Microsoft support,
the file:// links with non-ascii characters do not get parsed correctly, e.g. consider a page
<meta http-equiv="Content-Type" content="text/html; charset=utf-8" />
containing a link with UTF8 percentage encoded characters:
<a href="file://///%c3%9cbersicht".html">Übersicht</a>
So, the browser seems to use a windows default 1252 charset to decode the href.
HTML entities (e.g. Ü) and numerical HTML encoding of the Unicode character (Ü) work just fine.
It would be if the issue could be fixed soon.

    thanks for the prompt reply. Just copy the attached file (Übersicht.html) into C:\temp
    and open it with the IE
    P.S. the portal has also encoding problems ;)
