Steps to reproduce

URL:

Repro Steps:

-Create a new Windows user.
-Log in as that user and open IE.
-Go to the following URL: http://apps.csbsju.edu/download-test/

Instead of being prompted to download "test.txt", the user will be prompted to download "download-test/".

Expected Results:

The user should be prompted to download the filename listed in the content-disposition header.
