Inspecting an element triggers multiple instances of F12 tools windows

Steps to reproduce

  1. I had previously changed the docking of my f12 tools window to be new window/undocked.
  2. Right click on an element.
  3. Choose “inspect element” from context menu.
  4. Brings up 2 windows in rapid succession: a blank window with an f12 tools title, and the actual populated f12 tools window.


The # of windows it brings up appears to be variable. I just inspected an element and 4-5 blank windows popped up in addition to the populated f12 tools window.
