Steps to reproduce

Repro steps:

1.) Try to load this site: https://fonts.google.com/
2.) Using the developer console, change the UA string to Chrome. Notice the site now loads, but the fonts do not.
3.) Repeat in Chrome and Firefox

      On a different computer running Insider Fast (14361) the fonts do load, but only after changing the UA string.
