blur() only displays with parent less than full opacity

Steps to reproduce

Following code does not display the blur filter at all, but works in all other filter supporting browsers…
HTML:
<div class="blurredItem__parent">
<div class="blurredItem">
</div>
</div>

CSS:
.blurredItem { filter: blur(3px); }

However, adding opacity: 0.999 to .blurredItem__parent inexplicably fixes it.
