Update (5/18/2017):

Although the given webpage is definitely rendering the animations incorrectly, the additional repro steps are not valid; Edge renders it correctly.

However, I have reduced the issue as follows:

However, when specifying a 3D rotation (e.g. rotate3D(0, 0 , 1, 1260deg) which is still technically a 2d rotation, but handled as a 3D rotation), the problem is present.

I believe that this is simply an issue of Edge not handling 3D rotations as Quaternions internally, but instead converting it to a 4x4 matrix and interpolating that.
