Vertical or Horizontal overflow scrollbar shows when nothing to scroll

Steps to reproduce

When an element has a fixed width and/or height and overflow: scroll is set on that element, both horizontal and vertical scrollbars show, regardless of whether there is actually any content to scroll.

The vertical scrollbar should only show if there is content to scroll vertically.
The horizontal scrollbar should only show if there is content to scroll horizontally.

If only one of them has content to scroll, only show that one, no need to show both and take up precious screen real estate.

    • We have not been able to repro this in Edge based on our testing so far.

    • This problem exists- I get hor scrollbar in so many websites- when totally non-needed
