Steps to reproduce

  1. Install an extension in Edge, say Adblock
  2. Close Edge
  3. Launch Edge using webdriver
  4. Click inside the empty tab

Actual:
Edge notifies the whether they want to enable Adblock or not.

Expected:
Edge does not notify the user about enabling the extension since the extension does not exist in the WebDriver session.
