Edge sends double CSS request when F12 is open

Steps to reproduce

  1. Load any site with a regular <link rel=stylesheet> stylesheet tag.
  2. Open the F12 tools.
  3. Go to the Network tab.
  4. Reload until you see the double request.

I can confirm that this is actually a double request, because the server reports two hits. (You can use a tool like npm install http-server &amp;&amp; http-server -p 8000 to debug this.)

Oddly one CSS requets is reported as link and the other as XMLHttpRequest, giving the false impression that there’s an XHR somewhere requesting the CSS (when in fact there’s no JavaScript on the page at all).
