Provide highly-visible, built-in, extension request and voting mechanism (similar to feedback)

Steps to reproduce
Edge should include functionality to allow users to specify and vote on enhancements they would like to see added to the browser through the extension mechanism. They should be able to specify a title, a small description and some keywords/tags to define their enhancement request.
The user-provided data should be posted to and hosted by Microsoft. It should be accessible through a front-and-center UI affordance. Voting on existing enhancement requests should be possible, with some kind of anti-vote-rigging mechanism helping to stop voting abuse/spamming. Full-text and keyword/tag searching against this request database should be possible.
It might be argued that the current feedback mechanism (accessible from Edge) is sufficient to satisfy the points detailed in this issue, but, IMO, it’s lacking in that it does not specifically target extensions and instead lumps many other kinds of feedback into the same pool. Users should know that their request is primarily aimed at non-Microsoft extension developers who would be keeping an eye out for top-voted extension requests.
Edge is currently far behind in the extension department; the feature detailed here would provide a way to accelerate the development of the most desired extensions.
Of course, what is suggested here could itself be implemented as an extension, but, if not hosted by Microsoft and provided out-of-the-box, it is not likely to end up being used by the greatest number of users possible.
