Cant load sites if there are special characters in the url

Steps to reproduce

Open a website with special character (accentuated letters and symbols like | in the url)—the page does not load.

    • I was able to repro on 14393.51 by clicking the link in the following URL:

    • When I take that code and then save it to an html file (when using UTF-8 encoding in notepad.exe) it does seem to work in later builds that I tested. I used 14905.

      I do definitely see different behavior with the link between Chrome and Edge on JSFiddle, though. In Edge the link just disappears and nothing happens after that.

      In Chrome the link stays there, but doesn’t do anything. I am curious if this has been fixed in Insider builds, too…

      I’ll try and create some more samples to see if I can create a scenario that results in the link not working.

    • I’ve setup a sample here to review.  Can anyone edit this to make it repro in Edge on any current insider fast / internal builds?

      As it stands now I cannot repro this, based on the above sample which utilizes both special characters and symbols.

    • URLs can only contain a subset of ASCII characters, every other one must be URL-Encoded (using % + the ASCII Character Code). The difference is that Edge seems to convert URL format as soon as possible, while Chrome only does the most critical things upfront but leaves letters to be displayed in tooltips leaving the address bar unchanged.
