IE & Edge do not fire window.onpopstate event when location.hash changes

Steps to reproduce

1- Handle the window.onpopstate event and the window.onhashchange event.
2- In console, type : location.hash = "#hello"
3- Using your prefered technique, watch the browser fire the onhashchange event but not the window.onpopstate event as it should

This issue was marked as fixed in https://developer.microsoft.com/en-us/microsoft-edge/platform/issues/3740423/ but it is clearly not.
