Steps to reproduce

document.createElement(‘image’) should create an HTMLUnknownElement (with local name “image”), not capable of showing images. In Edge it creates an HTMLImageElement (with local name “img”).

Test at http://w3c-test.org/html/semantics/interfaces.html

The only place where <image> is handled specially according to the specs is in the HTML tree builder where an “image” token is changed to an “img” token.
