browser.cookies.get works only when URL is opened

Steps to reproduce

  1. Create new empty extension with a permission “cookies”
  2. Open website https://microsoft.com/
  3. Open console for the background script
  4. Type in the console:
browser.cookies.get({'url': 'http://microsoft.com', name: 'MUID'}, function(e){console.log('cookie:', e)})

You will see something like that:

undefined
[object Object]{domain: "microsoft.com", expirationDate: 1535095082, hostOnly: false, httpOnly: false, name: "MUID", path: "/", secure: false, session: false, storeId: "0", value: "184D58462CC..."}

It means that we received a cookie

  1. Please close the tab with https://microsoft.com/
  2. Type in the console:
browser.cookies.get({'url': 'http://microsoft.com', name: 'MUID'}, function(e){console.log('cookie:', e)})

You will see something like that:

undefined
null

It means that we have bot received a cookie
