Steps to reproduce

Ok – UTS51 is updated to be more forward looking that the old compatibility mode that we used to use, which is how these characters got enabled.  We need to update our tables to the latest Unicode IDN data drop.

.ws) the 👴🏼 character is U+

1F474 U+1F3FC

This works in FireFox & Chrome, not sure why
