Steps to reproduce
This bug occurs in Edge & IE on Windows 10. This bug does not occur on other versions of Windows.
I’ve managed to reproduce this in a fiddle, which can be seen here:
Current work around is to refresh the href of the USE element after the move has happened, which is demonstrated in the fiddle.

We don’t have an exact estimate, but the fix should be available in the latest insider preview that is rolled out.

This issue has not been fixed in IE. Please implement the fix in something other than Edge.
