Steps to reproduce
- Create a page with an element with a big z-index and absolute positioning and an element underneath it, and a table which has a CSS border on hover
- Hover over a table row. The element under the element with the big z-index will show though
Selecting the element through “inspect element” will fix the z-index again

Thank you for the feedback on MS Edge. I setup a quick repro here based on your steps that you provided and am not able to repro this in 14393.105 (current public stable branch). Based on your feedback this was found in 13.10586. Please update to the latest version of edge using Windows update and this should be fixed. If it is not please reactivate this item at your earliest convenience.
The result isn’t very appealing (sorry!); I threw it together very quickly just to demonstrate the issue.
