Steps to reproduce

Establish a connection with popup window  and background page using runtime.connect apis.
Add a port.ondisconnect handler in background page.

Expected:
Closing the popup should result in ondisconnect event background page.
Actual:
Closing the popup is not resulting in a ondisconnect event in background page.
