@Page margin 0 behaviour change between html and mhtml files

Steps to reproduce

Take any html file that has this in the <style type="text/css"> section

@page {
margin: 0;
}

and package it up as a mhtml file as well. Then launch the mhtml file and try print preview - the .75" borders will still apply. then open the html file and do print preview and the borders will have gone to zero.

Very strange behaviour difference just because the file is packaged differently??
