Steps to reproduce

Steps to reproduce:

  1. Point browser at https://util01.myodp.org/test/ie-cc-video-test.html
  2. Watch captions work on momst browsers/platforms except IE

Closed captions / subtitles do not work if the <track> element specifies a crossdomain source. All files on the other origin return the proper Access-Control headers.

Browser/platform summary:
Most browsers (Chrome/Firefox/Opera) on all platforms (Mac/Win/iOS) work except IE.

If the browser can render the <video> track crossdomain, then it should render the <track> file crossdomain. Simple as that. IE <video> is currently inaccessible for deaf and hard-of-hearing users.
