When user clicking on element with user-select: none, browser should do nothing to previously selected text

Steps to reproduce

if something is already selected, clicking in a user-select:none element should not change that selection
consequently, no js event relating to the selection being changed should be fired, since it isn’t being changed.

Opening this bug because of the following W3C discussion on https://github.com/w3c/csswg-drafts/issues/319

We should behave like Firefox. Chrome has a bug too: https://bugs.chromium.org/p/chromium/issues/detail?id=481985
