Steps to reproduce

The spec for textarea was recently updated to add cloning steps, analogous to those for input elements: https://html.spec.whatwg.org/#the-textarea-element:concept-node-clone-ext

This was done after discussion in https://github.com/whatwg/html/issues/1233 where Gecko and WebKit indicated a willingness to add cloning steps to improve the developer-friendliness of textarea. (Chrome already has cloning steps.)

As discussed in https://github.com/whatwg/html/issues/1233#issuecomment-247125322, Edge does something very strange here unlike other browsers, where it copies the textarea’s value only for deep cloning. (I.e., Edge has nonstandard "deep cloning steps", but not cloning steps.)

Web platform tests are being added at https://github.com/w3c/web-platform-tests/pull/3734
