Default Search keeps swapping between two search engines.

Steps to reproduce


Repro Steps:

After changing the default search to Stackoverflow from the options UI in IE, I then changed the registry value HKCU\Software\Microsoft\Internet Explorer\SearchScopes\DefaultScope to “{6A1806CD-94D4-4689-BA73-E35EA1EA9990}” (Google)

On most machines, this works just fine. The default search engine for URL bar searches is now Google, and stays that way until changed by something else.

On one test machine, we instead observe the buggy behavior. On the next several launches of IE, the default search engine alternates between Stackoverflow and Google. (by alternates, I mean that a single running instance will use only one, but closing all browser windows and re-launching IE results in the switch.)

As noted in the description, mirroring the registry settings, on another machine with identical versions of IE and Win7 (all the same Windows Updates installed) , does not reproduce the behavior.

The machine where it does reproduce will do it fairly reliably though.

Expected Results:

The selected default search should only change when something changes it. (Either the User changing it from the options in IE, or some other program editing the registry directly.)
