(filters should be applied to outer/inner elements on hover/activate, but incorrect filters are being applied and inner 3D element disappears in some cases)

Notes: this is orginally reported from bug#7388396. There are two issues with 7388396.

 

One is fixed, so I’m splitting the other out, since they are different issues.
