Problem with Synaptics 3-Finger Swipe in Internet Explorer 11

Steps to reproduce

On Windows 8.1, with a Synaptics touchpad (driver version 18.1.30.16 – the most up-to-date driver for my device and OS):

Try navigating around and using the 3-finger swipe to go backward or forward. It does not work reliably. Sometimes you’ll have to swipe multiple times before the swipe will register and the browser will navigate backward or forward accordingly. It seems as if there’s some sort of focus problem, like an initial swipe or two creates the proper focus, and then a final swipe finally causes the appropriate navigation. The behavior will change depending on the website. For very simple sites, sometimes a single swipe will suffice, but with more complex sites, the problems tends to surface.
