Steps to reproduce
Hardware: Several Surface Pro 4 tablets
OS: Windows 10
- Use "if(!navigator.getUserMedia)" to determine if browser supports the api
- run function “navigator.mediaDevices.enumerateDevices();”
Result is console error: “Error: The specified module could not be found.”
The promise is also never returned, so not possible to catch the error.
We have examined serveral Surface tablets thoroughly, but could not discover a difference that would explain this problem

It looks like the issue you filed is against a relatively old version of the Windows 10 release. The best way to address this is to update to a more recent Windows 10 release, for example, the Anniversary Update. Hope that is a viable option for you or your customers.
