Steps to reproduce

Go http://www.kangwon.ac.kr/~womanknu/help2.htm which does not have <meta charset>

Expected

Cannot really expect the page to work on every browser but Firefox and Chrome automatically detects text encoding method and decodes the page well.

Actual

The page breaks on Edge and there is no manual way to change text encoding method.
