Steps to reproduce
- Start Fiddler.
- Load ZLIBTest.farx (attached) into Fiddler’s AutoResponder.
- In any browser, visit http://example.com/zlib.htm
OBSERVE: IE shows “Page cannot be displayed.”
OBSERVE: All other browsers work properly.
Internet Explorer should support the RFC-specified behavior for Content-Encoding: DEFLATE

On Windows 10 Mobile Build 10.0.10586.420 this issue still appears. It will not open responses that are deflate RFC-specified encoded.
