Steps to reproduce

Repro Steps:

Report a phishing website to Microsoft by clicking Tools > SmartScreen Filter > Report Unsafe Site
Report a phishing to https://www.google.com/safebrowsing/report_phish/

Google’s dataset is updated faster, while IE is slow to block unsafe sites. Use the same datasets and the problem is solved.

Expected Results:

Links to phishing sites should be detected
When the public report a site, once the site has been verified as a spoof it should be added to your datasets immediately so others are blocked from accessing those pages.
